NCLR Alert: House Makes Deep Budget Cuts to Latino Priorities Take Action to Stop Cuts in Congress – Federal Budget Alert # 3 Tell Congress to take a stand against a reckless federal budget bill. Last week, committees in the House of Representatives cut important federal programs that provide low-income people with the opportunity to rise out of poverty, obtain health care services, and put food on the table for their families. Among the most destructive for Latinos, were cuts made to Medicaid and the Food Stamp Program. In addition, there were broad cuts made to child care, child protection programs, and student loans for college. These cuts are being pushed forward with the justification that they will help pay for hurricane relief in the Gulf Coast and Florida and reduce the deficit. However, the budget proposal would cut funding for programs effectively serving low-income communities nationwide and increase tax cuts for upper-income people. In addition, the House budget proposal would actually increase the deficit, which would further endanger these vital programs in the future. Budget reconciliation is headed in the wrong direction. Please tell your Representative to oppose the budget proposal next week (November 8-10) by sending a letter through this action alert. BACKGROUND – PROPOSALS OF SPECIAL CONCERN Members of the House Agriculture committee voted to cut $844 billion from programs operated by the Department of Agriculture; however, approximately one-third of the cuts were made by reducing legal immigrants’ eligibility for food stamps. If passed, the proposal would increase the already unreasonable immigrant food stamp residency requirement from five years to seven years. It is estimated that approximately 70,000 immigrants will lose food stamps as a direct result of these cuts. Furthermore, the House Energy and Commerce Committee passed a proposal that would heighten the barriers that Latinos face when entering Medicaid. Under the new provision, which cuts the program by $9.4 billion, anyone applying for Medicaid must provide citizenship documentation before they can receive services. Many eligible people would be denied Medicaid because of something as simple as a lost birth certificate.
